AFCEA Bethesda Honors Excellence in Government, Industry
Chapter Announces 2011 Government-Wide Initiatives Excellence Award Winners
Bethesda, Md. – April 26, 2011 –The Bethesda Chapter of the Armed Forces Communications and Electronics Association (AFCEA) today announced the winners of the Fourth Annual Government-wide Initiatives Excellence Awards. The awards honor individuals who have contributed to improving the efficiency, effectiveness, and delivery of federal agency initiatives. Winners will be honored at a reception on May 12, 2011 at the Willard Intercontinental Hotel in Washington, D.C.

In the Outstanding Civilian category, Richard Spires was selected for his achievement and leadership as Chief Information Officer (CIO) at the Department of Homeland Security. As chairman of the DHS Enterprise Architecture Board,Spires has demonstrated uncommon leadership in his management of the Department’s $6.8 billion in IT investments. Serving as vice-chair of the Federal CIO Council, Spires helped lead the Federal government’s efforts in the areas of data center consolidationand IT management reform. By organizing the CIO functions within his own Department like the CIO Council itself, he has furnished an innovative and successful model for IT leadership across the government.
In the Outstanding DoD category, General Keith Alexander was chosen for his executive leadership in his balanced roles as Commander, U.S. Cyber Command and Director, and National Security Agency/Chief, Central Security Service (NSA/CSS). Gen. Alexander has been instrumental in organizing the DoD’s cybersecurity efforts into a unified defense following his appointment last year.
In the Outstanding Industry category, Robin Lineberger was tapped for his commitment to excellence and his community engagement as CEO, Federal Government Services, Deloitte LLP. Lineberger successfully integrated BearingPoint’s 4,000 employees into the Deloitte business line and consolidated multiple offices into a single headquarters, positioning the company as a stronger partner. In addition to achieving 13 percent growth year-over-year, Lineberger co-chaired the 2011 Leukemia Lymphoma Gala, helping to raise over $2.8 million for cancer research.
